Small and frugal does not help everywhere
You would expect a small, economical car to come off well everywhere. It comes off better than a large one everywhere – but the gap between cantons is still a multiple. The reason is minimum amounts and base charges: where a canton has a floor, the small car pays nearly as much as a considerably larger one, and the advantage of small numbers evaporates. Category C also falls short of the eco discount in most cantons; those typically start at A and B.
